Regarding this, I'd like to butt in and point a couple of things out:
to start with, once you decide to get to lv. 120 (playing RO for 4 years makes me assume you're willing to make a long run in here, too) and become a master, you get your stat points reset again, just as with the job change at level 15.
So, if you plan to go that far, you can get your stats reset with no charge.
Another thing would be the following: my advice is, start playing on a server usually frequented by new players; this will give both you and them the chance to get acquainted with things together, as you make progress throughout the game. Older servers aren't as populated with low level players and it'll make it hard for you to play till you get around your 2nd job level (60). Also, most lower levels on older servers would either have their high level buff or heal spamming friends help them and usually ignore other low-leveled players, or come beg others in order to leech their exp.
Which is why (I see flaming coming from some players lol, although I assure you, I have no bias on this just because it happens to be the server I play on) I recommend Kern. You'll get a decent pool of new players to enjoy the game with as you make your first steps - it'll seem considerable more alive than the other servers. (mainly because it's the first server in the list and new people just click Next, lol) You also get a more open window for mistakes, as nobody will expect you to be a pro and do everything just right. Also, you'll find a lot more low-level items up for sale because of the abundance of new players on the server.
Personally, I left an older cluster for Kern because of that factor. Having low and middle-level social groups to interact with really helps when starting your characters from scratch; it also makes leveling more interesting.
