Any monster can drop a gore +0. However, since you're 21, you can get a gore+3 from a quest. http://www.flyfffansite.com/quests/questschain.htm

It says gore+2 there, because that guide is from an older version. It's a +3 now, but the quest itself is unchanged.

No NPCs sell Jewelry, and you'll only be able to get them from player stores right now. Upgrading past +3 brings the possibility of breaking the necklace, I suggest you stick to a +3 Gore until you can afford to pay for a higher one from a player store later on.
