This is a very basic build for rangers. It's called the "moderate" build, as defined in Guor's AoE Ranger's Guide , which you can visit to learn up on ranger skills and leveling advice.
Some other builds for rangers are the "non-restat" build. This usually consists of 30-50 stamina, and never changes in a ranger's leveling time period.
The "moderate" build is usually 30-60 stamina (there's a wide range for this one) for people pre-75. They genearlly restat to the "full dex" build (no stamina) at Lv 75 and stay there until about Lv 100 where they return to the "moderate" build to have enough stamina for the v7 monsters, because they have a period of rage (increased attack speed & critical/attack rate).

Kinneko, I think you overlooked the 30 int, you do not need the INT, it's a waste of points and they should be invested into DEX. The MP can be obtained through other means like a Mental Necklace.
