Could be a lot of things.. Slow internet on your end, slow connection on Gala-Nets' end, if you just installed the game, chances are (due to FlyFFs' bad coding ) the game hasn't yet established a true connection to the server.
If you've had it for a while, then it's probably just server problems
Orr... your internet provider (ISP) is being slow.. That's usually the cause for me.
