Well, of course they are. INT really is useless in siege because your buffs will be about 6:30-7:00 long as full STA and most people don't last that long in the arena for one life, and you can just rebuff yourself.

STR is also useless because the only good thing you can do is Clean Hit + Brandish but most people in siege are 110+ and have high +'d, and thus high Defense, sets and you either won't do enough damage to make any difference, or won't do any damage at all. And stunning them in place is really just not as effective as HCing.

The best siege build is full STA, and just jump around and HC everyone like crazy. It's best to coordinate yourself with a partner from your guild so that your HC won't be wasted also. There's really not much an RM can do in siege besides buff with the most basic buffs, and run around HCing.

IMO, an RM in siege relies on teamwork. HC is extremely deadly, not many people take it into account when making siege builds. To be good at it, or having enough RMs on the field, can really smack them in the face.
