2. Is Rooting+Strongwind useful in PVP and Gianting?
3. Are the lv. 30 Magician Skills essential? (Even in PVP?)

If you still have your reskill, max the lvl 30 Lightning, earth, and wind skills. Use those until 60. At 60, max the wind and earth skills. At 65 use your reskill and put the level 30 and 60 skills at lowest req. Then just max windfield earthquake and the lightning one.
