I forgot the early dexterity speed break points, but the ones later on are: 100, 130, and 200 (information provided by Metroidman).
This means that at those 3 points, your attack speed will increase.
Strafe: No, I don't give away free penya. But if you message GaRyZ in-game, he can help you out.
Norrath: If you're planning to giant hunt a lot later on, Sneaker is a good plus. However, it's not absolutely required.
PvP
PvP damage for melee characters is really simple. It's simply your attack rate minus the opponent's defense rate as long as you're within 4 levels of your opponent. Hence, the main stats for a good PvP character is Stamina (HP and defense) and Strength (attack rate). Dexterity isn't very helpful seeing that people rarely dodge, parry in PvP (assuming once again that your opponent is within 4 levels).

By about how much is it increased? 1.5times your pre-dex breakpoint speed?
Ok, I must confirm this. The additional defense from Smite Axe works! Im pretty sure Blazing Sword would also increase accuracy now (I haven't tried since I'm an axe-user).

In that case,
*spends 1mil on vitals to get blazing sword to lvl 18*
By the way, I have a question about Blade's dual wielding. Since it is possible to use an axe and a sword in each hand, will this also mean that you can use both Sword and Axe masteries and both Blazing and Smite?
I'm asking if you can get the +25 DEF and +10 accuracy if you wield an axe and a sword instead of sword+sword and axe+axe.
