does the leech have to be within the 19lvls of the person to be effectively getting the party bonus for the higher lvl fighter?

You can get more exp from someone leeching you than by being alone?

Yes, if you are in a full contri party you will get a considerable amount more experience with a leecher than you would solo. You'll get even better exp if you have a fighting partner of a similar level, as you will gain exp from both your kills and your partners. But next time you are solo in a party and some newb runs up and asks you to plvl him, remember if he's in your level range you WILL get better exp if you say yes.
