Question about Activations + action slot

Perhaps a silly question, but yeah, why do people such as Mages and Assists use Activations? Other than the Vagrant skills, they have no use for the action slot? They can just use the skill from a hotkey and not suffer cool-down? Yeah, probably a silly question since so many people do this apparently, but I don't understand it. Thanks. ;o

It eliminates spell prep. time if you chain them in the action slot.

assists and RMs use them with refresher holds to spam skills X5 faster
it works like in this picture below ^_^

The action slot is merely a form of a chain attack, regardless of having actual chain skills or not. If you put spells in there, the casting time is reduced significantly. Most people have about 3 spells/skills that they spam in there while they grind.
