lvling from 15-28 will be very difficlult with a aoe build since you wont be able to actually aoe so i suggest you go around looking for poeple to heal that can plvl you to 28. as for the build itself you'll need mostly sta. now im not sure exactly on ratios but 30-50 Str should be good and rest Sta.
and just as a warning. most poeple restat to dex/str at a certain point cuz aoeing at higher lvls becomes very difficult. im talking around 80+ somewhere. because the Bp AoE tends to be rather weak.

Aoe only focus on sta mainly and some str. There's no right and wrong of how much str you want to put as it's personal choice. No dex because skills never miss.
