There are no stats that will affect your strength of your buffs, so if you just wanna buff people go pure battle build. You just have buff more because if the short buff duration, but drawback is you can't heal very well as a battle build (no int). If you want to be a full support and heal well than go pure int or maybe a little in sta if you are the type that pay less attention in supporting - those type that stand there for a few seconds and let the monster hit before they run and yell help.

Let them continue the fight while you rebuff yourself as well as the fighter. It's tiring to keep track of buffs. The trick, which alot of FS use anyway, is to buff themself the same buffs as the partner. So when your buffs run out, your partner's buff run out too.
