I am about to become a ranger and want to know what equips i should get at 60? Reborn or regular set? also wat elemental upgrades work best

Use the NPC blue set. And element your armor with same element as the monster your fighting.

EDIT: If you don't mind losing some defence but want to look good/different, use Touflak or Silven set (Rare blue sets)

I agree with the NPC set, but you might want to experiment with the same or the opposing element. Everyone prefers something different, so it's worth testing both to find which you like.

im using opposite because of the block rate isnt that great till 75 and its help tremendously but people have different preferences

jeje....in my opinion the best set is the cruiser+5 or better (if you have money) or Rebron gloves, boots and helm and the NPC suit lvl 53

That's good for a 1v1 ranger, but it's highly unadvised for an AoE ranger.
