I don't know if you've participated in previous events similar to this, but you can find them in pretty much any standard location (e.g Darkon, Flaris, Saint Morning, Rhisis). Not in CS locations or dungeons.
They spawn randomly so you can just fly around and hunt them.
Well after a couple of days I found myself the balloons 3 days (event), christmas tea, milk chocolate, refreshers 10, Monster summoning ball 40 and giant monster ball A.
Not really that awesome.. balloons are nice I guess..

Not sure those events remain the same (mobs spawning everywhere in Madrigal aside from dungeons/tower/CS islands), but when I use to farm it the best was killing them in Shaduwar and Valley of the Rinsen. That new V16 area should be a good place to hunt them too, as long as they actually appear there. It's a kinda far place so not many people go there.
