Well there is the first meaning you get when reading it and there is the implied meaning of

It is necessary for some guilds to keep winning Guild Sieges so they can keep up or build up their status, that is not the case for Illuminati we have done it once and will do it again. It is unfair for powerful guilds to keep winning the Guild Sieges and not allow other less powerful guilds a chance to wear the crown and cape.

Or Silent could have just ment what he said and that quoted text a above is just a lot of hot air.
