It actually make a beautiful equaling between junk arrow and auto shot.
with junk arrow, you sometimes gain 0 while using, and you need to reuse the skill, and until the acro take up the bow and the skill is restarting it takes 3 seconds or something like this. you know, like mage skills.

with auto shot you have the cooldown, but he`s stronger then the 3/4 junk arrow, and here still, you need to wait 3 seconds.

the desicive factor is the action slot while comparing to the F buttons, or the loading of the skill, like the quick loading of skills like snitch and the slow loading of skills like mage`s skills.
