i think the first time this started happening, or at least the first time i noticed it was after flyff's commercial release but it didn't just happen from only spamming action slot.

you know how when you use the action slot the first cast is slow? well you used to be able to start casting the skill without action slot then use action slot right after you used the fkey for the skill and it would cast the first normally then the rest at the faster action slot speed. i can't remember when they fixed that bug exactly but when they "Fixed" it if you tried to do it your skills locked up. to fix it you just ahd to click on the ground though. the action slot has been getting buggier and buggier ever since <_<.
