The money a Ranger spends on crit can be used on a bJ to get more crit damage, especially since high crit damage awakes seem to be much easier to get the crit rate%. Bows low damage means that anything under a maxed crit rate really reduces 1v1 damage, in terms of a single shot a ranger can do better; but since mellee is mostly all blocked pvp who cares about one big charged shot that may miss 45-80% of the time.
Rangers may get the advantage for things like met kills, 20% crit bloodie set with Hp means they have much less stam requirements then a bJ will need to survive.
