You only need Mental Strike until lvl 30 when you unlock the stronger elemental spells. I recommend keep all spells at minimum save for the lvl 30 elementals. It is also a good idea just to max two corresponding branches such as Lightning/Water, Fire/Wind and Earth/Wind. As a mage to be Psy I used Lightning/Water. You could put some points into teleport if you like. :]

By all means save youre reskill. Once you hit 60 you can use the reskill if you want since you wont need any of your mage skills cept for a few points in Mental Strike and teleport. Youll be able to max all youre Psy skills and have leftover points to spend in youre mage skills.
