I would say it depends on how its cooked and how much cheese is on it. Cheese is rather fattening, but with minimal amounts Pizza can be a healthy meal. I know the Weight watchers meals that you can buy in the supermarket here have a line of pizzas. Where I live they have an add campaign currently going telling people to add a few more fruit and veges to the top of your pizza or whatever your eating. Also with pizza I would say one that you made/cooked yourself is probably healthier than the one you buy from the takeout place, but then again I could be wrong...
This is the same with my opinion on hamburgers... Aside from the oil used when cooking the meat patty hamburgers are pretty healthy (well maybe depending on what you put on them... I like mine with cheese, beetroot, lettuce and tomato sauce). You have several of the food groups and fresh veges on them.
Also Serano I personally don't think Ice cream is too bad in moderation especially the ones you'd sell at schools as long as they don't have chocolate etc on them. So maybe something like paddle pops (

I'm not sure about the US but I believe in Australia for a meal fruit and veges tend to be around the same if not less than the meat that goes with it. McDonalds seems to be making the stuff they sell a bit healthier (doing things like changing the oil used to canola oil) too though the other fast food chains seem to be as unhealthy as ever...
But as to healthy meals perhaps the government could somehow subsidise canteens buying fruit and veges so they don't cost more. Part of the problem I guess with fresh fruit and veges is that they tend to go off too quickly. Maybe they could do something with the stuff that can be frozen like peas, corn etc. Nutriciously they apparently aren't too different from when fresh (source
here).
Also you can get some healthy breakfast pretty cheap, the prob is cooking time i guess. Something like porridge which is pretty much oats (quick oats is best) and water plus whatever you have with it (I have milk and put a little sugar and wheat germ on top). Because of the oats porridge (nice thick porridge is nice, just add less water/cook for longer) is extremely nutritious (source (
here) high in iron, vitamins and minerals, it is also cheap (generic brand is about $AU1.50 i think for about a kilo in the supermarket) however i guess some wouldn't like the taste...
