Thanks to hormones, majority of teenagers are quite likely to feel more aroused by even the slightest physical contact. PDA isn't neccessarily bad but because of these hormones, it is quite possible that the students who indulge in this WILL be distracted from their learning.
This applies especially to high schools, since feelings of sexual excitement are new and no matter how smart kids may think they are, they won't REALLY be prepared for these. Only a handful I think would be able to cope with these feelings and not let it get in the way of their studies.
Of course, not all students are aroused, and in effect, disturbed, by PDA, but schools might just be implementing this to be sure that nothing gets in the way of learning.
I have nothing against hugging and I think that banning even hugs is really WTF. What next? Will they ban handshakes? But maybe the teachers and staff are just being really careful since nowadays, so many kids are perverted and easily aroused.
Ooooor the teachers are just jealous of their students.
