These are the skills and their respective levels (in brackets).
What I did was level everything up to the level that it needed to be for the next skill to be unlocked (starting with buffs, you don't use too many fighting skills.) Then as soon as I got Haste, I maxed it out. After I maxed it, I went on to max out Cannonball (+20 DEX) then Heap Up, then Stonehand, then Beef Up, then Accuracy.

I did it and it worked for
me the easiest. It all depends on the user, really.
