My high school was strange. The actual policy was that PDoA's only applied to kissing, yet the administrators would go crazy on anyone who was even walking near a person of the opposite gender. Now get this, this policy only was in effect as long as the people were inside the actual building. That means you could make out, hold hands, hug and do anything that couldn't get you arrested for indecent exposure right on the front door of the school not get in trouble for it.
